WAC 110-300-0345(3): The staff did not consider the child listed in the intake's individual differences (knowing he is a runner), age, and nearby hazards when determining how closely he should have been supervised while in a non-enclosed area. WAC 110-300-0345(5)(c)(iv): Staff did not use a safe route to access an outdoor play area which is not immediately adjacent to the early learning program.
